Is this a tie snag/run? Need opinions.

I sold a tie to a member here and did not see this on the tie. I have refunded the money at his request, but to me it looks like a part of the tie from the way it was made.

Its a run. I believe I have the same tie (faconnable cashmere) and it doesn't have any lines in it like that. however, its cashmere and going to pickup nuances and light slubs.
