it's not by design. it's just a different piece of leather on the toe with different grain. normal but I would probably ask to see another pair if I were buying in person.

It's definitely a shell thing. Shell is pretty inconsistant. some spots on my shell shoes have this as well. Renovateur and polishing over time reduces the look of this.
