Is there actually difference in construction in 3 buttons vs 3 roll 2?

I have read in some threads here that a true 3 button jacket can be converted to a 3 roll 2 by steaming. My question is when the jackets are made, is there an actual difference in the construction when the final product will be either a 3 button or 3 roll 2? Or does the tailor just do the steaming at the end for this conversion as I would do after-market?

I am just concerned that doing it myself may have some unintended consequences as far as how the top part of the lapels will lay when there is more roll going up to them.

My 3-roll-2 brooks brothers blazer has a slight differance that I can see.

The top button (the rolled one) is only stitched through the outer layer of the lapel. All the other buttons have a little stitch that shows on the inside of the jacket.
