Is it possible to LENGTHEN coat sleeves from the shoulder?

I fear I am in impossible land but...

I have a vintage Navy issue peacoat (Kersey blue 1967 issue) that I love (perfect in all other ways but) with sleeves that are about an inch too short - with no more remaining material at the cuffs.

Is it possible to find some extra material letting the sleeves out at the shoulder? If so, how much could I expect to get?

If this is totally out of the question, are there any other ways to lengthen the sleeves? I am willing to entertain outlandish ideas if they could work.

you'll probably get 1/4" of an inch and the labor would be more than its worth.

If the coat is long enough you could shorten it by a few inches and use this material to build a cuff on to the end of your sleeves. You probably don't want it any shorter than 36" if you are around 5'10" or thereabouts.
