Is it OK to wear a black cardigan under a blazer?

I wouldn't but to each his own. Fwiw, I would never wear any kind of sweater under a blazer/sport oat.

Black and navy are too close in value.

There is some standard, age-old advice about getting enough contrast between the lightness and darkness of things in your outfit. If you wear 3 pieces, e.g., start by looking for one dark, one medium, and one light. Navy tie, medium gray herringbone tweed, off-white shirt. Navy blazer, striped tie that is a mix of lights and darks, light blue shirt.

Black and navy are both dark colors so that's one strike against the idea from the start. It's going to be harder than it needs to be, for the eye to see where the sweater stops and the blazer starts.

Black does not work as well with browns as navy, so I don't have black sweaters. If I had a black cardigan, I would probably wear it under a medium gray patterned sportcoat with a white shirt. Pretty monochromatic. Add a red tie and you are ready to model for Black Fleece.

Dark v-neck or crewneck sweaters under a dark sportcoat can also give you a preacher vibe as the shirt will make a bright ring around your neck.

I am sure it can be done but it does not seem easy.

Cardigans do not work under a sport coat because a cardigan is essentially an unstructured sport coat.

Cardigans have the same shape as a sport coat, with buttons and pockets like a sport coat.

A black or grey cardigan would look better over a white t-shirt and under a black zippered leather jacket, due to the contrasts in shapes and materials.

Not really. Black and navy don't go together. You're giving bad advice to a newbie so you can look fashion forward. There is no contrast whatsoever. Purple is a far better choice than navy to pair with black.

Sounds a lot like a vest.

Buttons. Check?

Pockets? Check?

If you're cold wear a sweater under your jacket.

If it's not quite that cold wear a cardigan under your jacket.

If it's warmer still wear a sweater vest

QFI Black and navy is a volatile combination, but it can be pulled off with good results, depending on the tone and fabric of both the black and the navy (another example of such volatile but workable combinations would be black and brown). I do it all the time *** winter. As for fashion forwardness, I will have to agree that it is somewhat modern in that teutonic minimalist sense, but it's not some ugly fad.
