Is "cut of your jib" a derogatory English usage in the United States?

Yesterday I phoned to Dieter my school chum who declared himself as a Germany gay at the age of 15. He was rather angered by the account of the Texas man's rudeness towards me to an extent that I recalled when he biten off a Spaniard's ear outside a pub on Weinstraße in München due to a disagreement over the origin of a surname which I have now forgotten. Despite this account his mood is generally delightful and his fashioned appearance would never suggest such a behavior.

I find this entire paragraph delightful. Also, don't be surprised if you tell a Texan you like the cut of his jib and get introduced to a right cross. Texans and New Yorkers. They're both a prickly bunch, they'll usually warn you by calling you gay in a festive way first, however.

I must say, I'm curious about the concept of 'a Germany gay.' Does Germany have nationalized homosexuality?
