Is bulking ok when you are only training the top half?

I'm doing a bulk while only working the top half (low rep high weight lifts for arms, chest, abs, shoulders, and back).

Will my legs get fat? Should I do squats and deads anyways even if I don't want any growth on legs?

I want to get more porportional so I want to train my chest up to a 38 (my chest is 35.5 right now and my waist 33, hips 38) before I want full body growth.

Your plan is fine. If you're mainly working your top half, that's where your muscles will grow the most, as long as you're eating enough food, just as a cyclist, eating enough food, will grow thick thighs while the rest of his body remains relatively small.

For some reason many weightlifters obsess over the importance and manliness of leg work, maybe in reaction to the goofy looking guys at the gym with huge upper bodies and scrawny chicken legs. But given your current build (I've seen your WAYWT pics), you should be fine focusing mostly on your back, chest, and shoulders for now. Your legs will grow somewhat even if you don't work them at all, since they will be supporting a greater upper body mass, but eventually you'll achieve a more proportional physique. Ignore any bro-science about the importance of elevated HGH and testosterone from heavy squatting, etc.

+1 I didn't notice your waist measurement. It's possible your hips and thighs are also storing a lot of fat, though this is unusual for men. Do some moderate lifting and cardio while eating less, and see whether you end up with a more proportionate lower half after slimming down.
