1200x800 would have been "non-standard" in terms of Apple's product line. They are trying to limit fragmantation as much as possible and limit developer hardache. That's why the mini has the exact resoution the iPad 1 and 2 had. So all apps will run on it, from day one. A new resoution would have caused developers to code new versions of apps and create new art assets. It's as simple as that.
Keep in mind that the app ecosystem is Apple's biggest competitive advantage when it comes to tablets. No one else even comes close.
