If you insist on spending the money on stuff rather than fun, I'd go with shoes. $1k CND will give you enough to buy 2 pairs of handgrade Crockett & Jones shoes.

Certainly, a good pair of shoes or boots that can be used for dress and casual wear. Clothing? Well, he is young and says he is joining the military, so his body is very likely to change. Quality outerwear might be a worthwhile investment, though maybe military issue will be serving as civilian outerwear. For when not in uniform, a quality watch and (let's assume the military keeps the waist size stable) a good pair of denim would be worth owning.
