I need a casual unstructured blue jacket. Texture is preferred.
A jacket that works with jeans, cords, and khakis.

I want OTR and do not want ultra tailored slim fit lunacy.
Just a nice athletic cut for an 8" drop.

I had a $200 one from BR, it was perfect for my needs, but I tore it while bungee jumping.
Can someone give me some ideas of where I can get this?

you wore a navy blazer bungee jumping? lol

i like navy linen or a linen blend, it's tactile and comfortable and they tend to be unstructured and often barely lined.

maybe don't bungee jump while wearing it? or do! either way...

Uniqlo is very slim fit and he may not like it since he mentioned he is not into super slim stuff

I just picked up Billy Reid's Rustin jacket (link1, link2). It's half-lined (fused) and padded at the shoulders, and the machine pick stitching is sloppy. But the cotton fabric for the outer and lining are good quality and the fit is trim without being restrictive (I'm adding some back darts).

Polo's Morgan blazer is worth considering – the discount's likely to increase in a few days. It's also half-lined and padded at the shoulders though.

I'm selling a Cucinelli that's totally not what you're looking for budget-wise and cannot be used for bungee jumping but is otherwise to your specifications.

Have you considered getting a blue sport coat with sequins? Or having them put on? I feel like that would make you look even more spectacular when bungee jumping.
