Hungarian VAT refunds

Do I claim the refund when I leave Hungary or European Union?

If they issue refund in cash, do they issue in $US, Euro or Hungarian Forint?

when you leave the eu, and they issue in local currency. but ask at the airport, to be sure (I have never done it from hungary, just a few other countries in the EU)
