How to wear vests

So I've been looking around recently for vests to wear with a black suit and I was wondering what the proper way to wear one is.
I'm presuming black trousers, black vest, white shirt, black tie is popular, but what do you guys think?

The vest should be worn over the shirt but under the jacket.

Obligatory note: people don't like black suits here.

That said, this really is a question if the vest is part of a 3-piece suit or an odd vest, yes?

Loathe the black suits, but unless it's a true three piece suit the black vest isn't going to match and it'll look silly.

Wearing a black suit, white shirt and black tie is the quintessential outfit for a funeral.

Well it's for a black and white gala, so my colors are limited. If no vest, then what would you wear to such an event? I'm trying to steer clear from that "funeral" outfit that most people will be sporting.

I would expect that to mean black tie (i.e. - tuxedo) at least. What does the invitation say exactly?

Definitely not black tie. It's "cocktail attire". This is an annual event, so going off of last year's, it was definitely more casual than tuxedo. Black suits and just shirt/tie were common.

At the risk of being delusional, a black velvet jacket and black pants.
