How standardized are EU suit measurements?

The standard line is that a 50EU suit translates to a 40 American, but the only EU jackets I've ever owned I've tried on, so I never actually measured them. I just assumed that a 50EU would be pretty much in the ballpark of a 40R, fit-wise.

But I was trolling through the eBay and I came across this size chart from some Italian eBay seller.



Do these measurements make sense? According to this, a 50 would have 19.2 inch shoulders and a 45 1/2 inch chest, which is way bigger than an US 40.
