How much can dress clothing be altered

I have a bunch of nice dress shirts that are now too big... Can I have them taken in without screwing them up? By how much?

What about a suit?

At what point does it look good, and at what point is it just ridiculous and time to buy a new outfit...

The question is how's gonna look once you're done with the alteration. A good tailor will tell you NO if it can't be done. If your tailor tells you he can do pretty much whatever you request, then it's more likely not a good one.
