How does one wear a tie as a belt?

How does one wear a tie as a belt? I've read that Fred Astaire was famous (or infamous?) for doing so.

I would assume the tie would have to be a skinny tie. Is the tie/belt knotted and if so, where exactly should the knot end up? At the front where the buckle would normally be or on either side of the waist?

Not a tie, exactly, though I am sure he tried that too- but most often a silk cravat. He'd simply tie it at the side.
