How does getting tailoring a pair of slacks/dress pants work?

Hi, I'm a very small and skiny guy and finding my right size in normal stores is close to impossible. So I've decided to go to a tailor and get one tailored just for, but I wanted to know if
1. If I go get a tailored slack, do they supply me with the slack also if I pay for it or do I have to bring my own slacks for them to tailor?
2. Slim slacks are not like skin tight right?
3. 1 week enough time to get a pair of slacks done?
4. Lastly, do you guys have any suggestions on good tailors out there like 40 miles within the Oakland, CA area?

Nearly all tailors will make adjustments to already existing trousers. If you have a pair that sort of fits, you take it to them, they can tell you what needs to be adjusted. If the tailor is not too busy and the adjustments relatively simple, you should get your trousers back in less than a week.

A few tailors will make custom clothing. They will measure you, you pick the fabric you want from a catalog, and some time later they will give you a pair of trousers. This will take several weeks, and there may be a second fitting required, to adjust the stuff the tailor didn't get exactly right the first time.

No clothing should be skin tight, unless it is a wetsuit.
