How do you know if non-working button cuffs are the kind you just cut?

I have read here that this how most BC jackets are set up. How do you tell? Is it just that there is stitching on both sides and the sleeve is already "split" up the cuff?

i can tell by the way the liner in the sleeve is attached,

If its split and attached to each half of the sleeve separately, then they're the type of sleeves that you can simply cut.

If the buttonholes look the same on the outside as the inside.

Thanks guys, and what do you usually use to cut it out? scissors, razor?

i use a tailor,

But if they're already embroidered, I'd probably use a razor.
