How constrictive should a suit jacket be?

How tight exactly should a suit jacket feel in the upper chest/back area? I just bought this Bar III suit (me, me #2) and it looks and feels fine, except for when I move my arms it feels slightly constrictive in the upper area. Is this normal? I mean, it's not a hoody, it can't be completely free. But should I be feeling no constriction whatsoever?

For example, am I supposed to be able to fit my hand under the lapel without the lapel pushing out at all?

Or, when I fold my shoulders, am I supposed to feel resistance? I can fold them comfortably, but I do feel the suit in the shoulders/upper chest/back areas.

And when I lift my hand up, should this happen?

When I raise my arms 45 degrees, the suit only lifts up about an inch, but the lapels pull outwards.
