How are laced leather boots supposed to fit?

Hello,

I've tried on a few laced up boots and I don't know if I should go half size smaller or larger.

when I try one shoe my heel rides up when I walk around but the size smaller it doesn't but seems a bit too small.

How much room should you have at the back of the shoe?
