It's not strictly a sprezzatura thing. In some cases it's a function of modern ties not being suitable for high-rise trousers.
That's simply not true. Regardless of the rise of the trousers, if one made the front blade longer and the back blade shorter—so that the blades were the same length—the tie would wind up hitting higher up (meaning, shorter) on the wearer's body.
