Velvet jacket time. This thing has a really high button stance, hence the unorthodox buttoning.

@ blasphima, the jacket is simply too short for you.
I think a glaring oversight in your perspective of old-time fashion is that there was a severe lack of photographs by which men could reference and critique their own appearance. They didn't realize quite how comical they appeared in their hats which appeared to be more of an homage to a conical WWI helmet than a representation of "their soul." The only feedback they were likely given was from their domesticated, complacent house-wives.
