Couple of issues that come to mind. Firstly, is the bar allowed to rope off a portion of the public sidewalk? Secondly, is a bouncer allowed to place hands on a person (see at approx. 00:30) outside the establishment?

If I was the owner I certainly wouldn't want that bouncer working outside, and seeing how he loses his cool later I'd hesitate to keep him on the payroll at all.

Yeah, the bouncer was initially in the right, but when he went after the kid after the immediate threat was past, he crossed the line. He lost his cool and is therefore a major liability for the bar.

Bouncer showed a lost of restraint. A 5'9" fleshy white guy gets in my face like that, and he's going to swallow some teeth.
