Check out Albert Clothing, Collaro (MTO), Grand Le Mar makes really nice summer casual trousers, also Natalino might have a model with double pleats.
If you don't mind single pleat, I would also recommend Spier & Mackay.

Definitely, as long the proportions are right, pleated high-rise chinos look awesome despite the shorter height and weight. I'd suggest staying with a single pleat though, double pleats might give a bit too much room for skinnier guys and the proportions are a bit harder to manage in that case.
