High Rise Pants - Upper Tier Brands

I'm looking to buy 42"-44" Waist L dress or casual pants that have a 13.5"-14" Front & Back Rise, flat front, non-slim (reg or relaxed). I have a ridiculously short inseam for being 6'5" tall; 28.5". I only wear suspenders, so I have to have most pants altered anyway if the rise fits.

I've had a terrible time trying to find from some of the upper tier brands where to source high rise pants as not even stores like NM, Nordstrom, Saks, or Barney's in the Chicagoland area carry these sizes in store to even try on. It's all special or custom order, and most stores do not list the rise as part of the item description, which is irritating.

Most ebay resellers do not list the rise on pants, nor in some cases even know what I'm asking about, leading me to believe most of ebay pants for sale are a dearth of regular/standard rise (10"-12").
