Help with sizing

    My chest is 38 inches , my shoulder to shoulder is 17 inches (measured straight across, not running the tape up around the back of my collar). I was fit into a Brook Brothers Fitzgerald 40 Regular. I have the jacket and the measurements are shoulder to shoulder 17 inches and chest 20 inches. I used the standard method for measuring the jacket as per a search I did on this site.

    It seems to fit well, except I get a small buckling of the jacket in the lapel area. The jacket does not "hang" on me as well as I think it should. From all that I read, a jacket should be cut 3 to 4 inches larger than chest size. So, at a 38 inch chest measurement, I should fit into a size 38 jacket, which would measure somewhere around 41 or 42 inches (or 20.5 to 21 inches laid out on the table).

    From what I measure here, this 40 reg Fitzgerald suit is cut exactly the same size as the measurement of the suit? Suit is size 40 Reg and the chest measures 20 inches? Does this make sense?

    Also, what is the cause of the buckling on the lapel area and is that easily corrected?
