I have a lot of trouble finding dress shirts that fit well. No matter how "slim fit" a brand claims to be, most dress shirts that I own have the blouse problem. I've tried Brooks Brothers, Charles Tyrwhitt, DKNY, Express (including the extra slim fit), Kenneth Cole, Perry Ellis, and a few others.

I have a 16.5" neck, 34" arm, and a 30-31" waist. Since I wear a tie to work everyday, I need the collar to fit, otherwise I would just drop down by one or two sizes.

Can anyone offer advice on where to find dress shirts that might fit better?

It's highly likely that you're buying a shirt too big in the collar even though you are convinced it fits. The sizes you mention are pretty disproportionate even for people who are body builders.

Size down until you literally can't button the collar than size up 1/2". My honest guess is that this will be 15 or 15.5". I don't go by the finger rule or any of that BS, I just wear a collar that fits snug around the neck, I have a 30" waist and wear a 38R jacket and with a 'slim fit' shirt I dont need to take the sides in.

Before I decided to size down in the collar i had every shirt altered.

Also, you are in Philly, go to the Philly RL store and ask the staff for a RL black label 'tailored fit', they're about $300/shirt. If that is out of your budget ask for the Polo 'dress' shirts which are slim fitting. They're about 145ish but 25% off on friday, but they'll outlast your express shirts by about 5 years.

i just mentioned this on another thread, but tmlewin's fully fitted John Francomb shirts have a pretty dramatic taper.

try what SG said, and if you really are Hercules, get collar extenders/MTM/altered.

You can get the Special Order dress shirts at Brooks Brothers with a smaller size body but fitted for your neck and arms. They start around $99 each.

You can't drop down a size or two because the shoulders and chest will be too tight. I'm assuming that 16.5" is your correct size. And I find it hard to believe that no shirt fits you. Perhaps you're just being too fussy or have no knowledge about how clothes should fit. Besides, you're wearing a jacket over it, how bad can the shirt be.

Buy shirts that are not too blousey and have them tapered by a tailor.
That's what I did when I wore 16.5 and had 33/34 waist.

It's pretty ridiculous to pay $300 for a rtw shirt that doesn't even have interesting fabric or construction

Maxwell's is passing through Philly in about three weeks (check their website, maxwellsclothiers.com). Its low end hong kong based custom shirts/suits. I think you're looking at around $135 for 3 shirts in standard fabrics. They measure you here, you pick from fabric books here, they make them in hong kong and ship them back to you.

Are they the finest m2m shirts available? No. Are they good buy at about 45 per shirt for a near perfect fit? Uh, yes.
