Help, buy/don't buy

Hi i come here with two questions

1) does the vest (is that the correct name?) and the 3/4 tee look good? im thinking of buying them, nevermind the jeans, those are some old jeans for work. If its a go, what other pieces of clothing would go well with the vest?

2) I just bought a black velvet blazer, its for casual wear, bar/club/party, i want to use it with t-shirts, white, red, etc. Dark jeans, but i was wondering how to implement a scarf.

The two questions are unrelated, im sorry my english is not that good when it comes to name the clothes.

Both looks are for nights out, drinks w friends and picking up girls.
