Picked up a gorgeous Gucci denim jacket from an online forum, but seems that the "alarming ink" staple is still on the jacket (Century 21 style).

Seller has no return policy. Where could I go to remove?

Seok,

Whatever you do, do not try to take it of by yourself. First thing is try to get the seller to take it back. He does not take returns because he probably can't return the item but if he still has the receipt, he can take it back and get the tag removed. If he says no, then your choices are to go through the paypal process to try and get your money back or to find a way to take it off yourself. I have a friend in the retail business who might, I stress, might be able to help. Let me contact him.

Can you get to the metal pin that connects the 2 plastic pieces?

If you are very careful( i have done this) you can actually take a knife to it and slowly cut the metal. It will harm the knife, but the tag will be gone.
