FIA probably delaying because RB had a major breach and they don't want to revoke Max's title. They're using this extra time to try to figure out a way to squeeze RB under the cap.
Because large teams can easily absorb the loss of money. If the FIA doesn't want to revoke past championships, then the best thing to do is dock prize money, reduce current and future cap spend, and reduce current and fture CFD/wind tunnel time. The consequences have to be more than just less prize money.Why don't they just revoke the constructions championship $winnings$ (not the points or results) and hand it to the teams in compliance. That's a ton of $ they'd be subsidizing to their competitors plus massive reputational damage to Red Bull and its sponsors.
