b) Finish the track, but some facilities will be incomplete or have issues
c) "Finish" the track, but issues will arise with the track surface or runoff during the practice sessions
d) Not finish, and the race will be postponed/canceled

I see all these old-school running photos and I can't imagine how miserable it must've been running in cotton.RIP Frank Williams.
I kind of wished he never had to see his team get acquired by a private company.
In his prime, he was a very good distance runner.
