As a fan of formal business-wear, I'm looking for the most formal type of rugged work-wear that can withstand some abuse. What are the most formal outfit options when it comes to jackets, shirts, pants, and shoes. For jackets, I think the answer may be a safari jacket like that of Private White VC. For boots, is it possible to get something more formal than Nick's Urban Logger without sacrificing ruggedness.

Sure, you can get boots that are less rugged looking but still rugged. MP style boots or White's Semi dress - a less pronounced tread. And, of course, replacing the leather laces with a round or even flat lace. But, the bigger question is around the type of abuse you're talking about. That will drive the types of leather that are appropriate. Rough-out and waxed are used for work boots for a reason - they don't show the abuse the way smooth leathers do. So, if you're really talking about field work, a smooth leather is really going to show the abuse - which can be fine, but it defeats your goal of looking "more formal". So, what type of work/environment are you talking about wearing these in?

Get yourself a pair of Edward Green stormwelted Kentmere boots in pebble or scotch grain and a ridgeway sole and have at it.
