fixing puckered sleeve

on one of my suits the sleevehead is "puckered". I was cought in the rain with this suit, so I think that it is realted. anything that I can do about it?

Back to the OP-

I had a suit puckered. It turned out it was the lining, not the wool. I had to have the suit opened, the lining pressed, then sewn up.

Had this happen as well, took it back to Saks and they repressed the shoulder.
