ok, ok. i've searched the forum, the net, and i've come up empty handed.
someone please tell my the correct size of jacket for a 39" (actual measurement) chest?

now i know it all depends on designer, but what is "the math"?

You would need a 41-43 in theory.

Unfortunately, it depends too much on the designer to provide a solid answer. The biggest challenge - for me, at least - is finding a jacket that fits correctly in the shoulders.

You generally want a jacket with a measured chest size at least 2-3 inches larger than your physical chest size size. The labelled size refers to the chest it is designed to fit not the actual measured chest size.

Having said that there's a degree of variability! My measured chest is around 43.5" and whilst I generally take a 44R I've got jackets in 42R, 42L, 44R, 44L and 46R...

My natural chest is 36" and in general I wear 36 (most of the time) or 38 (only if I really like the jacket and the measurements are not too far off).

Having said that, I am most comfortable when wearing a 39" jacket (19.5" armpits) regardless of the tag sizing.
Hope this helps.
