This is silly -- any of you have a particular favorite minor (i.e., non- or almost-never recurring) Simpsons character?

There's the Scoutmaster... Johnny Tightlips... Kh'lav Kh'lash man (No Coke! Only Mountain Dew and crab juice!)... Number One...

Rule of thumb: Apu: Not minor... Sanjay: Minor. Smithers: Not minor... John (Waters): Minor.

Señor Spielbergo:

"Burns: Get me Steven Spielberg!
Smithers: He's unavailable.
Burns: Then get me his non-union Mexican equivalent! [later] Listen, Senor Spielbergo, I want you to do for me what Spielberg did for Oskar Schindler.
Spielbergo: Er, Schindler es bueno, Senor Burns es el diablo.
Burns: Listen, Spielbergo, Schindler and I are like peas in a pod:we're both factory owners, we both made shells for the Nazis, but mine worked, dammit! Now go out there and win me that festival!"

I liked the Yakuza guys in the episode where the Marge was competing with the other yentas (Agnes Skinner, Mrs Crabapple, the preacher's wife) in running a business and Homer has Fat Tony's crew help her sell Falafel so the Yentas get the Yakuza to fight the wops.

Homer: Excuse me...
Usher: Yeeeeeeeesssssss?
Homer: Do you have a table for the mayor?
Usher: Yeeeeeeeesssssss!
Homer: Why do you talk like that?
Usher: I had a strooooooke!

I love the Yes Man. I think he worked at Costingtons also.

He reminds me of every "Yes Man" salesperson I've ever met.

Me: "What do you think of this shirt and tie combo?"
Him: "Looks great on you sir"
Me: "Hmmm... on second thought, it's a little too flashy for me though"
Him: "Oh yah, I see what you mean now. Let's try this instead. Purple is a great colour on you!"
Me: "I don't like that"
Him: "Me neither, it clashes with your skin tone..."
...repeat until I walk out...

Corporal Punishment made me think of Sideshow Raheem ("Angry, angry man") and Ku Klux Klam, as well as the Eastern Bloc equivalent of Itchy and Scratchy, "Worker and Parasite"... and let's not forget Lester and Eliza!

And Wink, the Japanese TV game show host: "In America, your game shows reward knowledge. In Japan, we punish ignorance..."

Assuming they count as minor according to RJman's definition, my vote goes to the Phil Hartman (RIP) characters, incompetent shyster Lionel Hutz and b-movie has-been Troy McClure.
