Farina 1709 is supposed to be the higher-quality and supposedly better-smelling sibling of 4711 Kolnisch Wasser, the latter one is much more common and more likely available for you to sample somewhere. My thought is if you do try 4711 and like it then you can probably be able to blind-buy Farina 1709 with little to no risk.
That being said I've never tried either, even though I see 4711 all over the place. But if something has been around for over 300 years it's gotta be good, right?
