Elgin vs Johnson of Elgin?

Does anyone know the difference between these two brands (if they are different)? Of the two, I'm more curious about pieces just labeled Elgin

Also how do current pieces rate (I've seen posts commenting on how Scottish labels have some inconsistency in recent times).
