I don't know what i'm doing, I went through a bad spell where I ignored my appearance completely, dropped from 140 (which is what I am now) to 110 at 5'7, Im now relatively healthy again and i'm trying to get back into not looking like death. Basically my question is, is it possible to dress well on a budget? And if so, does anyone have any suggestions of where to look? Im kind of tired of the sneakers and the hypebeastish way that I dress, all of it seems kind of cringey now. Any suggestions are appreciated, thanks a lot.

You might get better advice if you gave us a few more specifics about your proposed budget and how you propose to "dress well"--suit and tie, coat and tie or a more casual look...or maybe some combination of the three.

I would prefer more of a streetwear kind of look, as I feel I am too young to pull of the suit and tie/coat and tie kind of look.

Something casual is more me.

Also, some more specifics:

I don't wear jeans usually
By budget I mean 20-90 for shirts, 20-150 for pants, 20-400 for shoes, and outerwear is a different thing for me, price doesn't matter as much

Im looking to get my closet looking good, so any nice brands, online stores or any suggestions on what I should start with would be really greatly appreciated.

Your budget sounds almost unnecessarily generous, truth be told.

I would second the recommendation to check out SW&D. I would also suggest you not spend too much at this time. You are still young. You may grow a good deal more, and you will almost certainly fill out more in the next few years. You certainly don't want your newly acquired and costly finery to be too small for you in a couple of years. For example, I went from a jacket size of 39 at age 17 to a size 46 at 23.
