Dress Shirt vs. Sport Shirt with a Sport Coat

Sport shirts are generally made of thicker, rougher material (dress shirts should be made of fairly fine cotton). Doesn't necessarily imply short sleeve at all.
As for the original question, I'd say it depends on what look you're going for. A nice navy jacket, if worn with wool slacks and a silk tie, probably goes better with a dress shirt or OCBD. On the other hand, a heavy tweed with a wool tie and flannels would be perfectly fine carrying a thicker sport shirt. It also depends on what's the "loud" part of the wardrobe -- if the tie, sport coat, and pants are very conservative, then you may want a shirt with a more eye-catching pattern, which means sport shirts. Dress shirts are conservative in general, so they go well when your tie or sport coat has a distinct, "loud" pattern.

A polo shirt, for example, is a sport shirt and features no structured collar whereas a casualdress or dress shirts does. You could wear either, but as stated above, it depends on where you are going, etc.
