Down Vests

I'm a high school student looking to buy a down vest to wear under a shirt, tie, and v-neck sweater.

I'm looking at this vest from Rugby, but I'm wondering 1) what you guys think about it, and 2) if there are any other vests that fit my 130 lb, 36 chest, 29 waist body for a cheaper price.
