Normally I wear 16" neck which feels pretty tight, I upsized to 16.5" Brooks Brothers shirt. It feels okay, but I'm able to fit a finger between my neck and front button. I've included pics with and without tie.

Does my shirt collar look too loose, or is it okay?

yes, looks fine. You want to be able to fit a finger between your neck and collar; if you can't it's too tight.

Looks good. Keep in mind the style of collar can also influence how it rests around your neck.

It sits pretty well against your collar. If you can place a finger inside and still find it comfortable, then it'll still feel comfortable for you post shrinkage.
