I probably wouldnt stop a guy walking down the street, but if I was in an elevator with him or sitting next to him on the metro, then I dont see why not.

A stranger-no. A close friend-the best I'll do is say something like "They sell men's clothes where you bought that?". But then, I'm straight.

I would say be specific about your compliment; not just "you dress good" kind, but nice shirt colour, great cut, nice shoe patina, etc. to acknowledge that you appreciate his dress sense.
It's easy to spot someone who is well dressed, but I would much more appreciative if someone can point out why my clothes are nice.

I've complimented guys on their clothes before and have had a generally positive response, I've never had anyone think it was weird. I find I do compliment girls on their dress more often though, they generally go to greater lengths to look good and it shows.

I'm a sneaker junkie. I throw out shoe compliments anytime I feel it's necessary.

As for overall well dressed, any time they deserve it. I've only done so 3-4 times over the past year though.

I get a lot of compliments on my clothes from friends and strangers alike and I enjoy it. When I see a well-dressed guy, I do the same.

No, I never have, but then again I rarely see a man I would deem well-dressed. I compliment women few and far between, and only when the remark is actually deserved.

I myself usually only get complimented by salespeople, though remarks by those trying to separate you from your money are questionable at best.

Sure in a day and age where most folks don't give a hoot it's fine to complement someone who cares.

If someone deserves it, then yes. I will even compliment co-workers that try to improve their dress. I feel that many men are self-conscious when they dress up for some reason or another, especially when they are trying out a new tie / shirt combination, or something of that ilk. People always feel a little vulnerable when they take new "sartorial" steps I feel. Might as well make them feel as though they are doing something right.

It depends entirely on how well I know the man. If very well ... yes.

Yes but I have high standards so it is not often that I do, especially in my neck of the woods i'm lucky if 4 or 5 times a year I see someone worthy of my praise for their fashion choices.

Sometimes... although the only times I can remember complementing strangers it was to find out where they got something from.

I always compliment other people on their sartorial victories...
I do think that people are always in general flattered by compliments even if they struggle to recognize this state of affairs..
If a compliment is honest and presented in the right way , I do see any problem at all..
