I just sourced a few yards of a Minnis overcoating with the intention to turn it over to Solito later this month. I would like to buy the appropriate lining as well, but am unsure if regular bemberg / silk is heavy enough for a 22oz. cloth.

Anyone know?

Should be fine for 22 ounce cloth. I have tweed jackets heavier than that, and they have standard lining that wear normally.

heavier satin lining is recommended.
overcoats are worn more often then a sportcoat. They take more abuse.
coat check girls may look demure, but they can be rough on your coats and hats!
I have one 15 year old whipcord topcoat that has been relined once and has had the button hole restiched three times.

A heavier satin works better in an over coat such as this. Not only is there enhanced wear and the coat is worn more than any individual suit coat, the lighter linings simply do not feel right.

Why not leave it to Solito to decide?
Lining quality varies. You don't want to give him a lining prone to shrinking.

But but...won't I be forced to turn in my iGent card if I leave decisions such as this to the tailor??

Nah - I only asked as I have a great striped Bemberg lining lying at home which would go well with the overcoat in Q. I'll certainly ask Solito for his opinion but first wanted to ensure whether the lining would even work with a heavy fabric.

Surely for full igent status you should be requiring your bespoke commission lining free, to fully exhibit the exquisite taping and hand stitching of all internal seams by your master tailor...

My two RTW overcoats have a heavier lining than any of my suit coats or odd jackets.

Cashmere overcoats from my tailors are like 2.5 times as expensive as wool. Is it worth it?

I don't think so. But I have never had any affection for any luxury fabric, whether suiting, shirting, or shodding, so take that for what it's worth.
