depleating and slimming - yes or no?

Let me apologize, because I am sure this question has been asked before. Is it possible to depleat and slim unhemmed traditional style pants? They often come in great fabrics but very baggy cuts. I want to make them slimmer, but I don't know if tailors can do this effectively. Don't worry about cost.
