It also includes the prohibition of alcohol by state action at different times, and the social-political movement to secure prohibition. At any time possession of of liquor, wine or beer was illegal. Drinking alcohol was never technically illegal, but one who was drinking was liable for prosecution on the grounds that they possessed the alcohol they were drinking. I'm always reminded of the scene from Once Upon a Time in America where the gangsters are holding a mock wake for Prohibition. That, and the final scene in The Untouchables when the reporter asks Kevin Costner's Elliot Ness what he'll do if Prohibition is repealed, and Ness responds, "Guess I'll have a drink."
