The Passenger in Chinatown. I can vouch for this spot. Great drinks at decent prices, cute servers, good music, half full on a tuesday at 11pm.

The passenger is a few blocks north of gallery place metro. I think it's on 7th and L so maybe 4 blocks from the main Chinatown strip (H Street I think).
