Who is your favorite cobbler and where are good places to have custom shoes made?
FYI and FWIW...a "cobbler" is a shoe repairman. Almost without exception, and certainly by definition, a cobbler does not make shoes.
The proper term for a maker of shoes is "cordwainer." "Shoemaker" would be proper too but the term is often co-opted by repairmen...in the US, at least...who, again, have never made a shoe from start to finish in their lives.
Stolen thunder / valor.
