I know shipping stuff you listed on Craigslist is generally a no-no, but I had a guy give me a fair offer for a low-ticket item ($20) and offered to PayPal me the money if I would ship it to him (he pays first). Is this relatively safe? I know scammers send fake money orders, but am I gonna be OK with PayPal?

I also wouldn't use my real home address to ship

You should be fine, check and see if it's a verified address upon getting payment. Perhaps ask him if he has any online references he can direct you too.

If you ship it, I would make sure to get tracking, just in case he were ever to dispute it for any reason, you will have proof of sending the item and it arriving at it's destination (just an extra measure of safety).

But all in all, chances are it's legit.

I sell stuff on CL all the time. A few times, I've had people contact me wanting me to ship items. Everytime, they've found it using allofcraigslistdotcom or a similar site. I always send a paypal request, and make sure you're shipping to their PayPal confirmed shipping address. This should eliminate people using stolen accounts.

ship stuff before, all depends if he/she provides references.

If you want to be really safe you could always take the money out of your paypal account before shipping it.
