off to the nearest dump....



Where he and his metal hoops and piercings will be cleaned, carefully inspected and sorted.....




..and, if lucky, purchased and taken to an appropriate facility.......



..where both he and others of his kind can live out the remaining years of life in a more useful way, such as...



..such as, why yes, as a useful kitchen appliance or power tool or something.
It's better for him, better for us and just better for everyone everywhere.

While your post might better be served elsewhere on this forum -- or perhaps at another website -- too many people here are just plain rude ... and too many suffer from a desparate need to feel superior ... that they simply didn't come out and tell you that you might be better helped elsewhere.

Seriously though, it appears the vest is stylized akin to a police or military vest that holds those crowd dispersing smoke catridges.
