Correct Shirt sleeve length

My measurement from middle of neck to shoulder bone then down to my wrist is 33". With a dress shirt what should the measurement be on the shirt for the correct fit ? Should it be 33" or add more ? Also with casual shirts is it ok for the measurement to be a couple of inches more or is that down to personal preference ?

Personally, I like when the cuffs are unbuttoned for the shirt to go down to between the wrist and the base of the thumb. Just beware that low arm holes will give the effect of the sleeves being too short since they will easily ride up when you raise your arms.
