Comparing banking regulations

So I'm doing a little project with a friend comparing certain economic regulations across different political geographies -- but one thing we can't seem to find anywhere is the regulations around starting banks.

We wanted to include that, comparing where it's easiest to start banks and where it's the hardest (real banks, capable of issuing credit), by ranking various requirements (capital requirements, directors, background checks, etc).

Honestly, it's been hard to find out these requirements even within the US to compare between states. DFI websites all look straight out of 2001 and often lack posted regulations/application requirements. So far we've been able to find exactly zero information on any chartering requirements in other countries.

I figured though that SF must have a bunch of bankers -- is there a good resource for this? Or better yet, has someone already done this sort of ranking before us (we couldn't find that either), so we could just use that without going through all the trouble?
